The Planning and Zoning Commission on Oct. 9 approved a conditional-use request allowing an Assembly Hall use for Oasis, a tenant space at 3440 Heritage Club Drive, permitting events—weddings, parties and similar gatherings—in the southeast portion of an existing building.
Staff told the commission the site is a 2.83-acre outparcel within the Heritage Lakes planned unit development and that the proposed Assembly Hall would be limited to the space shown in staff materials. "The maximum number of occupants for the space will be 225," staff said, and staff recommended approval with one condition: the zoning certificate for assembly use must be obtained prior to operation.
The applicant, architect Patrick Manley, said the building already holds an A-3 assembly classification under the building code and that the request is primarily a zoning change to allow a broader range of assembly uses. "We applied for a new zoning certificate for the meetings and those sort of things. We also added restrooms," Manley said. Owner-operator Michelle Madney said the space historically was used as a flex office and meeting space and that the conditional use would allow "a little more flexibility in use of the space."
Commissioners asked about parking and building-code requirements; staff said required parking is met on site and that the applicant will have to meet any applicable building-code requirements for assembly occupancy. Commissioners moved and seconded approval, and a roll call vote recorded unanimous support.
Action and next steps: the commission approved the conditional use and will forward the matter to city council for final action. The motion carried by unanimous vote; staff will ensure the applicant secures the required zoning certificate before operation.
Ending: The approval enables Oasis to operate as an event venue within its existing footprint but does not waive building-code or occupancy requirements; the applicant must complete required permits before hosting assembly events.
