Common Council adopts several ordinances and resolutions including alley vacation and economic revitalization designations

The Evansville Common Council voted Monday to approve a slate of ordinances and resolutions on the consent and regular agendas, including Ordinance G-2025-09 vacating a portion of a 10-foot alley, several reappropriations under the Department of Metropolitan Development, and three resolutions creating economic revitalization areas and an interlocal agreement distributing grant funds.

On Ordinance G-2025-09, Councilman Trotman moved and Councilman Hieronymus seconded approval. Attorney or agent Scott Beadle of Cash Wagner and Associates explained the request relates to an alley that was platted as a 10-foot alley where a building long occupied a portion of the alley. Beadle said the request seeks to vacate only the portion of alley covered by the existing building and that required approvals and utility letters had been obtained. The ordinance was adopted 8–0.
The council also adopted Ordinance F-2025-05, a reappropriation within the Department of Metropolitan Development to return HUD HOME ARP funds to grants and subsidies lines after funds fell out at the end of the year; DMD representative Colby Jackson said the action restores the carryover funds so they can be expended.
Resolutions C-2025-14 and C-2025-15 are confirmatory resolutions declaring economic revitalization areas to allow property tax phase-in schedules for Journey 2 Enterprises LLC (1601 Buchanan Road) and IRD Group Incorporated (2138 North Sixth Avenue). A council staff member said no changes had been made since their preliminary resolutions and that both items were recommended for approval; both passed 8–0.
Resolution C-2025-16 approved an interlocal agreement between the City of Evansville and Vanderburgh County to split funds received from a 2024 local Byrne (local burn justice) grant award. Deputy Chief Scott Dallen of the Evansville Police Department told the council the joint application process yields a combined award “just under $104,000” this year and that the funds will be divided two-thirds to the city and one-third to the county. The resolution passed on a unanimous recorded vote.
No remonstrations or substantive public opposition were raised on the record for these consent and regular-agenda items during the meeting.
