City hears presentation on CDBG consolidated plan, annual action plan and proposed projects; public comment period open through July 15

City planning and housing staff and consultants presented the draft 2025-2029 consolidated plan and the 2025-26 annual action plan for Temple—s Community Development Block Grant (CDBG) program at the July 3 meeting.
Maya Smiley, housing and community development consultant working with M & L Associates, described the five-year needs assessment, outreach conducted in March and the draft goals and activities proposed for the October 1, 2025—September 30, 2026 program year. Smiley said HUD posted the 2025 allocations on May 14 and Temple received an increase over the prior year.
Smiley said the 2024 CDBG allocation to Temple was $650,413 and the 2025 allocation was announced as approximately $717,139 (presented in the slide as a 10% increase). The consultant reviewed proposed projects for 2025-26 that are included in the draft annual action plan and are on display on the city website:
- NRSA (neighborhood revitalization) programming: listed in the presentation at roughly $50,021. - Housing improvement program: $107,567. - LMI (low- and moderate-income) demolition project: $40,000. - Homeless and mental-health strategic planning: figure read as approximately $404,800 in the presentation slides. - Administration: $115,544.
Smiley said the draft consolidated plan and the annual action plan were posted for a 30-day public comment period that ends July 15; the city held an initial public meeting in March and this council presentation served as the second public hearing. Staff said the council will consider approval of selected projects at a subsequent council hearing on July 17 and that the plan is scheduled for submission to HUD by August 10.
No public speakers addressed the item during the council meeting and the mayor closed the public hearing on the draft plan.

The presentation reviewed priority needs identified for 2025—2029 including construction of new housing units, acquisition and rehabilitation, affordable units for special-needs populations, homebuyer assistance, homeless prevention, minor repairs, code enforcement, public infrastructure and public services. The consultant said program goals mirror the high-priority needs identified during outreach and recommended funding allocations in the annual action plan that align with those priorities.
