The Fair City Planning and Zoning Commission on April 1 voted to table a request for planning and zoning clearance for Snow Heating & Air after commissioners identified missing paperwork and asked for revisions to the submitted site plan.
The applicant presented a hand-drawn site plan and discussed building setbacks, parking, stormwater runoff and utility connections. Commissioners requested a more defined site plan showing building locations, driveways, parking and landscape areas in line with city code, and asked the applicant to correct a rear offset from 28 feet to 30 feet.
Commission discussion focused on commercial standards for site plans and on specific items: the location of staged company vans, customer parking, dumpster screening, off-street surface materials (applicant proposed road base and gravel now, asphalt later), and drainage routing to existing storm drains on the corner. Staff and commissioners also discussed water and sewer service requirements for commercial buildings and whether a 4-inch sewer lateral would be sufficient for the proposed use; planners said sewer sizing is determined by fixture count and that a single bathroom and mop sink likely permits a 4-inch lateral.
Commissioner Clawson moved to table the item pending a complete application and an updated site plan; Commissioner Anne seconded the motion. The motion carried. The commission asked the applicant to email the corrected site plan and application to staff; commissioners said they would conduct an interim Zoom meeting to review the updated materials before the next in-person agenda if needed.
No permit was issued at the meeting. Staff said a finalized site plan and complete zoning application are required before the commission can approve a commercial clearance.
