Committee passes private act to replace Riverside charter; measure advances unanimously

Representative Hilton Haynes, sponsor of the bill, described Riverside as "a little bedroom community in Hamilton County" and said the measure repeals and replaces the city charter, subject to local approval. "This is, a charter change for the city of Riverside, which is a little bedroom community in Hamilton County that I represent. So subject to local approval. It repeals and replaces," Haynes said.
There was no substantive debate recorded on the floor of the committee after the sponsor's summary and members proceeded to a vote. The clerk recorded the vote as 10 ayes and 0 noes. "Mister chairman, you have 10 ayes and 0 nos," the clerk said.
House Bill 14 39 now advances to the State and Local Government Committee. Committee members noted local approval is a component of the charter-change process; the bill text and local procedures will determine next steps for implementation.
