Commissioners adopt temporary zoning amendment to allow RVs, mobile homes for Hurricane Helene recovery

County planning staff presented a temporary zoning ordinance amendment to allow recreational vehicles and mobile homes in county zoning districts for Hurricane Helene recovery. The board held a public hearing, heard a question from a citizen about wastewater and environmental protection, and adopted the amendment.
Ron Harmon described the amendment as a recovery measure: it would allow temporary housing across county zoning districts where those uses were previously prohibited and permit the temporary placement of an RV or mobile home on the same parcel while a primary dwelling is repaired. The amendment would allow temporary housing for 18 months from the date a permit is issued; extensions may be granted. Planning staff said permits must be obtained within 12 months of adoption and that stays beyond 90 days would require planning-board review.
Joanne Deo of Blake James Environmental Association asked whether temporary units would pose wastewater or waterway contamination risks. Harmon and other staff replied that installations must pass building-inspection processes and receive required health-department approvals; he said hookups and inspections are required before occupancy.
Miss Sherman moved to approve the zoning amendment; the motion was seconded and passed on an oral vote.
