Supervisor Ahsha Safaie told the board on Nov. 12 that the city should adopt a local apprenticeship ordinance to expand state-approved apprenticeship opportunities beyond construction and into industries such as hospitality, healthcare, commercial driving and the arts.
Safae described recent local workforce initiatives his office has supported — including a new neighborhood job center in Visitacion Valley and the CityBuild program — and said the city should build on successful models by creating state-certified pre-apprenticeship pathways that lead to state-approved apprenticeships. He also referenced City Grow, a local program to develop apprenticeship pathways in the cannabis industry.
“Apprenticeship and pre apprenticeship are important goals to advance our employment opportunities and goals for disadvantaged communities,” Safae said, and asked the city attorney to draft an ordinance to promote apprenticeship programs and employer incentives, and to work with the Office of Workforce and Economic Development and the Department of Human Resources.
What’s next
Safae said he will ask the city attorney to draft a San Francisco apprenticeship ordinance; the policy would be developed with labor and community partners and routed through committee for further hearings.
