Supervisor Ronan explained the appropriation was redirected from unspent outreach and planning funds tied to Alameda Market, which paused during the pandemic, and said the assessment responds to parent and community concerns about dangerous building conditions raised at a prior hearing. “The Buena Vista Horace Mann Community demanded to have a school's facility assessed by a non‑SFUSD inspector, and my office is working with Public Works to do just that,” Ronan said.
Supervisor Melgar was the primary cosponsor on the item’s first reading; Supervisor Preston asked to be added as a cosponsor at second reading. The sponsor noted the Board of Education had separately approved a plan to allocate $40,000,000 in bond funding for a full renovation, but said design work could take months or years and an immediate independent assessment could identify urgent work that should proceed sooner.
The board voted to excuse Supervisor Mandelmann from the vote because he lives within 500 feet of the site; the roll call showed the ordinance approved with 10 ayes and one excusal.
