Board approves two-year extension and funding adjustment for SF AIDS Foundation HIV prevention contract

The San Francisco Board of Supervisors voted to approve a two-year extension of the Department of Public Health’s contract with the San Francisco AIDS Foundation to continue HIV prevention services through June 30, 2016. The contract as presented by Health Department staff would fund testing and prevention programs serving populations disproportionately affected by HIV, including men who have sex with men and projects focused on African American communities.

John Melikar of the Department of Public Health told the board the contract provides almost 12,000 HIV tests and supports programs including a Stonewall project for clients with substance use issues and a special African American project. The Budget and Legislative Analyst reviewed the proposed extension and recommended a minor reduction. On page 4 of the analyst’s report staff recommended reducing the not-to-exceed amount by $76,988. The analyst told the board that recommendation. DPH signaled agreement with the analyst’s recommendation.

Supervisor Farrell moved — and Supervisor Campos seconded — an amendment adopting the budget analyst’s recommended reduction. The board voted to approve the contract amendment as amended by that reduction. The clerk called a roll on the underlying resolution and the board adopted the extension with an 11-0 vote.

The record shows the board approved the resolution as amended; the clerk announced the resolution was adopted. The contract covers prevention services and includes targeted outreach and testing over the two-year extension period with the total not-to-exceed amount adjusted per the analyst’s recommendation.
