Board hears objections to DBI delinquent charges; several properties removed from report

The San Francisco Board of Supervisors held a committee hearing to consider objections to a Department of Building Inspection (DBI) report of delinquent assessment charges submitted for code enforcement violations. Multiple property owners spoke, citing wrong addresses, medical hardship, missed mailings and ongoing compliance efforts. After DBI staff met with affected parties, the department asked the board to remove several properties from the delinquent list; the board amended and adopted the report accordingly.
DBI staff summarized the report and said it is an important cost-recovery tool for the department. Members of the public spoke in two-minute turns. Owners and representatives described mix-ups in mailing addresses, ongoing permit efforts, and health or surgery-related inability to attend hearings. For example, Rene Peinado said his notices had been sent to an incorrect address and requested waivers pending permit approvals. A representative for 6 Carr Street said some violations had been closed but other notices continued, and asked that citations be rescinded and closed.
After public comment DBI staff met privately with several property owners in the hallway; when the board returned the department reported that it had removed a set of properties from the delinquent list. The clerk called a motion to amend the underlying report as described by DBI. Supervisors then adopted the amended report and filed the hearing. The transcript lists the addresses removed from the report: 45 Cerritos; 96 Howard Street; 5976 Mission Street; 410 Clayton Street; 30430 First Avenue (record shows "30 First Avenue" variations); and 184630 Fifth Avenue (as listed in the file). DBI staff and the board said property owners will have further opportunity to meet with department staff to resolve outstanding issues.
The board announced it would take the amended report up within the meeting and adopted the resolution that authorized the assessments as amended. The DBI emphasized that affected property owners may meet with staff to pursue additional adjustments.
