Board authorizes state design-build application for Hunters Point Shipyard community facility demonstration project

The San Francisco Board of Supervisors on March 23 approved a resolution authorizing the city’s redevelopment agency to submit an application to the California State Public Works Board for design-build authority and to proceed with a community facilities demonstration project at the Hunters Point Shipyard.
The project will use a $2,351,000 grant from the U.S. Economic Development Administration to construct a quick-build, high-performance modular building on Lot D, Parcel A at the shipyard. Redevelopment staff and CityBuild officials told the board the building will house CityBuild’s clean‑tech training programs and community meeting space; the design calls for at least LEED silver certification.
CityBuild director Guillermo Rodriguez said the facility will add roughly 5,000 square feet of training space and reduce the need to transport trainees outside the city for specialized courses, allowing more local residents access to green-construction and energy-efficiency training. Redevelopment staff said the grant requires substantial completion by Aug. 15, 2010, and that failure to meet that deadline would risk losing the federal funds.
The board also considered hiring and contracting goals: staff anticipates about 30 on‑site construction jobs and a 50 percent local‑hire target for construction, and said the agency intends to enforce federal minority and women hiring requirements. Supervisor Sophie Maxwell noted the city and redevelopment agency will oversee adherence to federal hiring goals and accepted a clerical correction to the resolution’s cross-reference before the vote.
After a public hearing in which supporters — including the Hunters Point Shipyard Citizens Advisory Committee and local clergy — urged approval, the resolution as amended passed on a unanimous roll call. The redevelopment agency will proceed with the state application and the competitive design‑build solicitation required by Public Contract Code section 20688.6.
The board’s action allows the agency to move forward with construction on the federally funded demonstration building, with staff stating the project will be built on a lot earlier found suitable for unrestricted residential development and that all costs are expected to be covered by the EDA grant.
