Directors said the policy as written contained vague requirements—such as wording about requiring a CPA to "manage financial statements"—that needed clearer language and better consultation with booster clubs before final action.
The board approved proposed revisions to promotion and retention policy 345.4 for first reading and set an effective date of July 1, 2025, to allow administrative guidance to be finalized. Staff noted the statute and Act 20 guidance differ for third‑to‑fourth grade promotion and that the district will clarify in administrative regulations how third‑grade (Act 20) and other grade‑promotion standards apply.
Several consent‑agenda items and agenda entries were postponed to the May 6 meeting to permit additional review; the board also discussed—but did not finalize—operational staffing implications as district leaders described budget pressures after a failed referendum.
Board members and administrators said they will pursue focused, transparent committee work on staffing and policy details before returning revised proposals to the full board.
