City staff say Cal Water must follow CPUC process before discontinuing fluoride service

City staff and councilmembers reported on a recent meeting with the California Public Utilities Commission (CPUC) and representatives from Cal Water regarding Cal Water’s proposed discontinuation of fluoride addition to the water supply that serves Oroville residents.
City staff said Cal Water must follow the CPUC’s public process — including a formal hearing where testimony or public comment may be received — before proceeding. ‘‘They have to go through that process before they render their decision,’’ staff said. The Division of Drinking Water has already approved an action related to the change, but staff emphasized that Cal Water cannot proceed until the CPUC grants permission.
Staff said the city will forward copies of the council’s previous actions and public-hearing materials to the CPUC and requested that the CPUC consider expediting its process. The CPUC has not yet set a date for a local hearing in Oroville.
Why it matters: The change would affect drinking-water treatment provided by a private utility under CPUC oversight. Staff said the council’s prior hearings and public comments will be supplied to the CPUC as part of the record.
