Goleta council directs staff to study options for a transportation and circulation advisory body

Mayor Pro Tem Kasdan, who introduced the idea, described the proposal as a way to improve public engagement on circulation and safety tradeoffs, and to allow more detailed review of items such as the bicycle and pedestrian master plan, CIP prioritization and pavement‑adjacent decisions. Council members asked staff to weigh pros and cons of a council committee versus a citizen advisory commission, to identify staff workload and cost implications, and to consider whether existing committees could be adjusted instead.
The motion passed on a roll‑call vote with five ayes (Reyes Martin, Kiriakou, Smith, Mayor Pro Tem Kazdin, Mayor Perotti). The council asked staff to return with options and a recommendation, and indicated a preference that staff estimate likely staff hours and timing; staff estimated the initial study would be about 100 hours of staff time.
