Monrovia joins regional housing ‘incubator’ to study 222 East Cypress for preservation and possible affordable units

The Monrovia City Council unanimously authorized participation in the San Gabriel Valley Council of Governments’ REAP 2 Affordable Housing Incubator Program to support analysis of the city‑owned property at 222 East Cypress Avenue.
City Manager Dylan Feek described the property as a 0.8‑acre lot with a 2,736‑square‑foot Victorian house and said the city recently took title. "Number one priority is we want to preserve the Victorian home," Feek told the council, explaining the incubator would supply technical consulting — including a historic structures report, economic feasibility analysis and preliminary conceptual plans — at no cost to the city.
Feek said the REAP 2 (Regional Early Action Planning) funds were awarded through SCAG to councils of governments to accelerate infill housing. The San Gabriel Valley COG has funds available to provide architects, historians and financial analysts to evaluate whether the site can accommodate additional affordable housing while preserving the historic structure. Feek said the city will return to council for an early check‑in to review conceptual plans and to receive public comment before any formal project approvals.
Council approved a motion to accept the proposed scope of work and authorized the city manager to execute agreements with the COG, with the city attorney to review forms. Staff emphasized there is no required obligation to approve a development; the incubator funding pays only for evaluation and analysis.
Action: motion to participate in the incubator program passed by unanimous roll call; staff said there is no cost to the city for the analysis and that any future project would require CEQA review and separate council approvals.
