Commission approves Vista Ridge Second final PUD first phase with minor modifications

The Andover Planning Commission voted April 29 to recommend approval of the final Planned Unit Development (PUD) for the first phase of Vista Ridge Second, covering 36 lots and two reserves (A and B), and to recommend that the governing body accept dedications of land for public purposes.
Staff said the preliminary PUD had been approved in February and characterized the current request as the southernmost part of the larger Vista Ridge Second development. The commission was told the submission included only "small cleanup things" to the documents and no substantive changes to the development content.
Commissioner Gary Youser moved to approve the final PUD with modifications to clean up verbiage; David Foley seconded. The motion passed on a voice vote. The commission recommended that the governing body accept the dedications of land for public purposes associated with the PUD.
Staff noted the development will connect directly to Yorktown Parkway; the plan has been reviewed in subdivision and staff identified no outstanding substantive objections. The planning commission’s recommendation and a written summary will be forwarded to the governing body for consideration at its May 13, 2025 meeting.
