National City council enters closed session to review personnel and multiple lawsuits

Following an extended public-comment period, the National City Council convened in closed session to consider five items: the city attorney's performance evaluation (item 5.1); the city manager's performance evaluation (item 5.2); and three matters of existing litigation (items 5.3'5.5).
The agenda identified the litigated cases by name: Mikaela Polacco v. City of National City (item 5.3); Cali Mota v. City of National City (item 5.4); and BCD LLC v. City of National City (item 5.5). The council did not provide public findings or actions before adjourning to closed session; any deliberations or decisions in closed session are confidential unless the council opts to disclose them.
The closed session followed many public comments that asked the council to disclose records, investigate alleged fraud in the cannabis licensing round, and weigh ethical concerns related to the city attorney's conduct. The city attorney introduced the closed-session items on the record before the council recessed into closed session.
