Council directs staff to draft redline to Council Policy 105 after proposal to limit and formalize dais-originated agenda requests

Councilmember Molina presented a set of recommendations to amend Council Policy 105, the city procedure used by councilmembers to request items be placed on future agendas. Molina proposed requiring a more detailed one‑page form, a justification and impact statement, a priority-alignment review by the mayor and city manager, co-sponsorship or at least outreach to other councilmembers, and limits on concurrent active requests.

Molina said the aim is to reduce ad-hoc or underdeveloped proposals that consume staff time and to encourage early collaboration among councilmembers. Suggestions included a mandatory cost/time estimate for proposals with significant resource impacts and three possible procedural options for vetting requests (quarterly special meetings, an evaluation committee or stricter time limits on merit-only discussion).

Councilmembers debated trade-offs between streamlining staff workload and preserving the dais’ ability to place district issues before the council. Several councilmembers praised Molina’s detailed work and said they were open to a pilot or refinement; others warned against making the process so restrictive that district- or constituent-driven matters cannot be brought forward.

The council voted to have Councilmember Molina work with staff to prepare a redline revision of Policy 105 for future council review; the motion passed with one abstention (Councilmember Yamani). The clerk will coordinate a timeline for staff and council review and return the redline at a later meeting.
