Council continues public hearing on updated sewer capacity fee after timing error in document release

The National City City Council opened a public hearing on an updated sewer capacity fee analysis but then determined the associated memorandum and analysis were not made available to the public in a timely fashion. City staff advised the council that, because of that procedural omission, the council could not take substantive action and could only vote on whether to continue the hearing for a later date.
Several members of the public had registered to speak; comments at the hearing were limited to whether the item should be continued rather than the substance of the fee study. Speakers raised concerns about the underlying cost-allocation plan used to calculate fees: one commenter noted the city’s cost allocation plan dates to 2018 and asked how updated indirect costs would be reflected in the fee schedule.
After comments, the council voted unanimously to continue the item to the next council meeting. Staff said written comments already submitted on the item will carry forward to the continued hearing.
