Prosper council presents long-range vision for Dallas North Tollway frontage; consultant projects decades of phased growth

Council member David Grissell briefed the Prosper Planning and Zoning Commission on April 15 about a council-commissioned plan for the town’s Dallas North Tollway (DNT) frontage between U.S. 380 and Frontier Parkway, describing a long-range, market-driven approach and steps the town will take to align existing planned development (PD) rules with that vision.

The presentation, based on work by consultant Paris Rutherford, recommended broker outreach to confirm market assumptions, a small-area plan starting with existing PDs, an infrastructure-funding phasing plan, and a single frontage zoning district refined into subdistricts. Grissell said the council intends the plan to guide where and how denser commercial, office and mixed-use development should occur and to prevent ad hoc projects from establishing an unintended pattern along the tollway.

Why it matters: the DNT frontage comprises significant acreage and multiple, overlapping PDs some dating to 2001. Without a coordinated plan, Grissell said, ad hoc approvals risk producing inconsistent development that would be difficult to correct later. The council has created a PD review committee to recommend corrections or amendments to older PDs so they align with the tollway vision.
