Commission approves Sanderson Pipe manufacturing facility on Kemp Ranch Crossing; company cites rail access for inbound resin

The Planning and Zoning Commission approved an ordinance rezoning about 53.94 acres on Kemp Ranch Crossing to allow a plastics manufacturing facility with outdoor screened storage, subject to landscape buffers, berms and a variance for stack height needed for exhaust and mechanical equipment.
Staff described the site as appropriately located in Midlothian’s industrial module and said the design includes a concrete surface for outdoor storage, a vinyl‑coated chain link fence within a 50‑foot landscape buffer and a 3–4 foot earth berm along Kemp Ranch Crossing. Staff recommended approval, noting mature tree plantings and landscaping to screen operations from the road.
Eric Howard, president of Sanderson Pipe, described the company’s operations (PVC pipe from roughly ½ inch to 24 inches) and said the site would use inbound rail deliveries for resin and other raw materials and outbound shipment by flatbed truck. Howard said Sanderson operates multiple U.S. plants and that the Midlothian site would serve Texas, Oklahoma and Arkansas markets.
Commissioners asked about residential proximity and noise; staff said the nearest residences are a substantial distance, located beyond the quarry, and that the site will be subject to standard site plan, landscape and building screening requirements. The applicant requested a variance to allow exhaust stacks up to 79 feet for process equipment; staff recommended approval of that variance with screening.
The motion to approve the rezoning and the height variance carried unanimously. Staff said detailed civil plans, landscape plans and screening features will be required during the development review and permitting steps.
