Kennewick City Council unanimously approved a change of zone (COZ 2025‑0001) on April 15 that will reclassify four parcels on West 20th Avenue from Residential Suburban (RS) to Residential Low Density (RL).
The parcels named in the application are listed as 2109, 2117 and 2123 West 20th Avenue (owners: Steven L. and Parmelia M. Schmidt) and 2207 West 20th Avenue (owner: Jonathan J. Ellis). The rezoning moves the parcels from a zone requiring approximately 10,500‑square‑foot minimum lots to a lower‑density residential classification with a 7,500‑square‑foot minimum. Planning staff said the properties are surrounded on the north and south by RL zoning, and the Planning Commission unanimously recommended the change.
Why it matters: the rezone would allow future subdivision consistent with RL minimum lot sizes. Staff advised that the existing lots are roughly 19,000 square feet each, which under the proposed RL zoning could allow future division into smaller parcels in keeping with RL standards.
Action details: Planning staff presented findings supporting the required five findings for a zone change and noted the planning commission’s unanimous recommendation. Council Member Milbauer moved to approve the ordinance effecting the rezone; Council Member Beauchamp seconded. The ordinance passed unanimously, 7–0.
What’s next: property owners may pursue future subdivision or development consistent with RL zoning and applicable permitting requirements; if new building permits are pulled in a later Southridge impact-fee regime, staff said the applicable impact fee would depend on program boundaries and timing.
