The Planning and Zoning Commission unanimously approved an ordinance to change roughly 167.3 acres at the southeast corner of Gifco Road and Quarry Road from agricultural to a plan development for data center and light industrial uses.
City staff described the project as a four‑phase data center campus with four “data halls” roughly 820,000 square feet each, associated on‑site power plants and a substation. Staff said Quarry Road is designated a major arterial and developers will be required to dedicate right‑of‑way and construct improvements on Quarry and portions of Gifco Road. Staff recommended approval, noting the development advances the comprehensive plan goals to attract high‑paying and diversified employment.
Clint Harrington, representing Digital Realty, said the company operates globally and has substantial experience in the Dallas market. Jason Arado of the design team said each phase would take roughly two and a half years from initial design and about 18 months for the physical work; interior fit‑outs would align with customer demand. Harrington and Arado said long‑term truck traffic on the site after construction would be minimal, limited mainly to periodic large deliveries for data hall equipment; construction traffic during build‑out would be heavier and a construction pavement assessment was discussed.
Commissioners asked about utilities, operations and roadway impacts. Staff and the applicant said Quarry Road and Gifco Road will be rebuilt or improved proportionally to construction impacts; Quarry Road will be improved to the property’s southern limits and a right‑turn lane is planned at the Gifco/US‑67 approaches. Staff said the proposed buildings would be largely screened from US‑67 and the ordinance allows administrative adjustments to minor plan changes through development review committees.
When the commission voted, the motion to approve passed unanimously. Staff noted that future phases and civil reviews will include more detailed engineering, landscape and screening plans and that construction timing will depend on market demand and tenant commitments.
