Carlsbad council adopts housing agency annual and five-year plans and revised administrative plan for HUD

At a public hearing on April 15, the City Council approved the Carlsbad Housing Agency's 2025—26 annual plan, the 2026—2035 five-year plan, and a revised administrative plan for the Housing Choice Voucher program, all required for submission to the U.S. Department of Housing and Urban Development (HUD).
Housing Services Manager Christian Gutierrez said the updates align local policies with HUD requirements and HUD's national priorities. The five-year plan emphasizes strategic goals including applying for additional vouchers when available, meeting HUD performance benchmarks, and adjusting payment standards to reflect fair market rents. The annual plan updates operational resources for the current fiscal year.
Key changes in the revised administrative plan that the council adopted include extending the voucher search term to 90 days to give participants more time to find housing; implementing a new Housing Quality Standards (HQS) policy effective October 2025; and allowing elderly and disabled households on fixed incomes to recertify every three years rather than annually to reduce administrative burden on participants. Gutierrez said the updates were reviewed and recommended by the Housing Commission on March 13.
There were no public speakers during the hearing. Council voted unanimously to adopt two resolutions to submit the plans to HUD.
