Andrew Finney moved and Kathleen Davis seconded a motion finding that the mixed‑use character of the site (showroom/office by day and restaurants at night), valet operations and remote/shared parking patterns justify a site‑wide parking reduction. The board voted 5–0 to approve a 99‑space special exception.
Jonathan Vincent and parking consultant Lloyd Denman presented observations showing daytime underutilization of the site’s existing surface parking and professional counts demonstrating available capacity during restaurant peak hours when configured with valet and shared parking. Vincent said the owner is building a remote parking lot nearby and will use valet operations and shared parking strategies to serve nighttime restaurants while daytime showroom uses require fewer spaces.
The board’s decision included a condition requiring compliance with the submitted plans; staff noted the PD allows the board to grant special exceptions where parking demand does not warrant required off‑street spaces and where no traffic hazard will be created. The board advised the owner that any material change to the approved uses would require new review and that a special exception terminates if the approved use is discontinued.
