The council approved the consent agenda — which included minutes of the April 1 meeting; multiple change orders and design contracts for parks, median and alley/wastewater improvements; term contracts for asphalt materials; erosion mitigation; a franchise ordinance for Encore Electric Delivery Company LLC; property acquisitions for Shiloh Road CIP projects; an increase in property tax exemptions for seniors and homestead for the 2025 tax year; and a notice of intent for sale of certificates of obligation — on a single motion. Council member Josue Bass made the motion to approve the consent agenda; Mayor Pro Tem Moore seconded. The mayor stated the item was “approved unanimously.”
On a separate item, the council considered a reconsideration request for zoning file Z24‑29 (Nave Management LLC, District 5). The applicant, Cynthia Olalde, presented letters of neighbor support she said were not part of the original hearing record. Deputy Mayor Pro Tem Luck moved to deny reconsideration; Council member Bass seconded. The motion to deny the rehearing prevailed, with Council members Williams, Dutton and Ott recorded in opposition.
Council member Ott nominated Libby Odom to the District 8 Parks and Recreation Board. Deputy Mayor Pro Tem Luck seconded the nomination; the council approved the appointment unanimously.
No council discussion indicated that any consent‑agenda item was pulled for separate consideration. Councilor statements and roll‑call votes were displayed on the chamber board, and the meeting then moved to individual agenda items and public comment.
