Glenn Heights approves flat-fee contract with North Texas Inspection Services for plan review and inspections

The Glenn Heights City Council approved a resolution to authorize a consulting services agreement with North Texas Inspection Services (NTIS) to provide plan review and building inspection services under a new flat-fee structure.

Parvis Prozisian, director of planning and development services, explained the city's existing contract (executed February 2019) used a “master planning” approach tied to floor plans and billed by individual inspections. He said that practice created administrative confusion for staff and NTIS because builders vary in how they request and combine inspections. Under the consultant's new proposal, a one-time flat fee of $650 would cover plan review and all inspections from permit issuance through final inspection for a given single-family plan.

Prozisian said the city’s rough calculations show the flat-fee approach generally returns the same revenue as per-inspection billing while simplifying accounting and removing the need to track canceled or combined inspections. He told council the number of inspections per single-family home ranges widely — on average 12 to 15, with some cases up to 23 — and that the flat fee avoids administrative differences tied to those counts.

Prozisian also said the city will maintain standalone inspection fees for individual residential items (pools, solar, additions) at $50 and commercial standalone inspections at $100; staff plan a later amendment to the city fee schedule to align language and rates.

Council members asked about the fee increase and implementation; Parvis Prozisian and staff explained the new structure and said they would return with a clarified fee schedule amendment later in the fiscal year. The council approved the resolution (R-11-25) 6-0.
