Forney council forms subcommittee to shape emergency medical services RFP after consultant review

Mr. Thatcher (city staff) reminded the council that Fitz & Associates had presented an EMS analysis and that the RFP’s scope could include a range of service models, vehicle counts and deployment locations. “There could be any number of ways that that service could be structured in that RFP,” he said, and the city could need detailed deliberation to set response-time targets and staffing models.
Councilmembers agreed a subcommittee would be an efficient way to develop recommendations and suggested including the consultant and the fire chief in subcommittee work. Councilmember Schlitzker moved to establish a three-councilmember subcommittee; Councilmember Weatherford seconded. The council voted unanimously to form the subcommittee and to return its recommendation to the full council.
Why this matters: The council’s direction begins a process that could change who provides emergency medical response, how many ambulances or units operate in the city and the contract terms for EMS service. The consultant’s earlier analysis evaluated options for response times, unit numbers and alternative delivery models; the subcommittee is intended to transform those options into a concrete RFP scope for competitive bids.
