The Cody City Council on April 28 approved an encroachment license between the city and Scribe Intervention Services for an existing building at 1220 Thirteenth Street that encroaches into city right-of-way. Council moved to approve the easement after brief discussion; the motion was moved by Council member Centenary and seconded by Council member Shreve and carried on a voice vote.
During the item, council members asked whether the city could reduce the standard fee for encroachment licenses because Scribe is a nonprofit providing crisis-intervention services. A council member asked if the annual fee could be dropped to $1 because of the nonprofit’s community role. Staff member Scott Kilpicky (staff spelling per transcript) said the city has discretion over fees and that staff periodically reviews such situations. The council indicated it would take the question offline and consider the fee at a future work session.
Lisa Peterman, who appeared in the audience and spoke about crisis-intervention services, told the council she is retiring effective May 30 after many years with the organization. Peterman described the center’s role in finding placements and support for people in crisis and thanked the council for past assistance. Mayor Leanne Bridal and other council members commended Peterman for her service.
The agenda item was presented with Scott Kilpicky as staff contact; the record does not state the specific annual encroachment fee charged in this case. Council approved the easement on the record but did not resolve the fee question at the meeting.
