The Rosenberg City Council voted to table action on a resolution that would have rejected all proposals received in response to RFP number 2025‑13P for operations and maintenance of wastewater treatment facilities.
A representative from Municipal District Services, Rebecca Marcucci, addressed the council after the staff presentation and requested an opportunity to clarify her company’s bid. Marcucci said her firm had submitted a low bid and believed staff’s executive summary language — that the lower bid “appeared to lack a clear understanding of the required services” — could be addressed through discussion. She asked for time to meet with staff to explain pricing and assumptions.
City staff confirmed the current provider’s contract expires in May and said the council could either allow the current provider to continue month‑to‑month while the RFP is resolved or direct staff to extend existing services as needed. Councilors moved to table the item to the May 6 council meeting so staff and the bidder could meet and clarify scope and pricing; council members said tableling would preserve options while the city evaluates responses.
The tabling motion carried; staff was directed to meet with the bidder to review discrepancies and return to council May 6 with a recommendation. If council rejects the bids at that time, staff noted re‑solicitation would likely require additional time and contingency planning for continued wastewater operations.
No final contracting decision was made at the meeting.
