The Contra Costa County Board of Supervisors approved the consent calendar on April 15, which included item C7: an allocation of Measure X housing funds to support homelessness prevention and services.
County staff summarized the item for the board, noting that the allocation directs $4,096,876 in Measure X housing funds to 14 different providers to support a range of homelessness prevention and housing services. The allocation also included a separate $1,000,000 award to Bay Area Legal Aid to support targeted legal services and eviction prevention, plus related funding from the county public health department (reported by staff as an additional $3,000,000) to support complementary services.
Multiple public commenters during the consent comment period urged continued and increased investment in rental assistance, tenant legal services, and a coordinated homelessness prevention platform. Speakers included attorneys and organizers from Centro Legal de la Raza, Bay Area Legal Aid, Monument Impact, and VAX, who said rental assistance coupled with legal representation is an effective way to prevent evictions and reduce homelessness. Several speakers stressed mobile‑friendly, multilingual application platforms and regional coordination with Alameda and other Bay Area jurisdictions.
Board members noted that the allocation was recommended by the Family & Human Services Committee and that Measure X is a locally controlled funding stream. The consent calendar motion passed unanimously.
County staff said the grantee contracts and program start dates will be managed by the appropriate county departments and partners and that the Measure X allocations will be used to leverage additional federal and state funding where possible.
