Ellis County Commissioners Court handled several administrative items including surplus property declarations for multiple departments, approval of an interim COBRA administration agreement, and final approval of regular bills and payroll with one invoice excluded following an executive session review.
The court approved item 2.1 to declare equipment from Road & Bridge Precinct 4, Constable Precinct 4, the Fire Marshal and the Community Supervision and Corrections Department as surplus to be disposed in accordance with Texas Local Government Code chapter 263; purchasing staff said surplus items will be listed for auction. The motion was made by Commissioner Butler and seconded by Commissioner Grayson.
On item 3.3 the court approved the Texas Association of Counties (TAC) HEBP interim COBRA administration agreement. Human Resources presented that the county’s current COBRA administrator (Blue Cross Blue Shield via TAC) will be phased out in 2026 and that TAC is transitioning to a new COBRA vendor effective May 1. The arrangement includes participant‑paying fees (an administrative fee plus waived additional fees through the end of the current plan year). Commissioner Grayson moved to approve the agreement; Commissioner Ponder seconded and the motion carried.
After executive session, the court approved administrative item A1 (approval of regular bills, payroll and officer reports) with one caveat: invoice number I25‑7477 (as reported in court) was excluded from approval and will be addressed separately. The motion to approve bills with that exception passed by voice vote.
Why it matters These actions maintain routine administrative operations (surplus disposition and benefits administration) and complete the court’s monthly financial housekeeping by approving payroll and bills while flagging a single invoice for separate review.
Next steps Purchasing will publish surplus auction notices; human resources will transition COBRA administration per TAC timeline; county staff will follow up on the excluded invoice and report back to the court.
