Austin Zoning and Planning Commission fills joint committee seats, reappoints Fouts and affirms officers

The Austin Zoning and Planning Commission at its April 15 meeting appointed members to joint committees, reappointed a commissioner to the comprehensive plan joint committee and affirmed officer assignments for the commission.
The commission approved appointments to the Codes and Ordinances Joint Committee, naming commissioners Betsy Greenberg, Lonnie Stern and Alejandra Flores to that committee. It reappointed Commissioner David Fouts and added Vice Chair Betsy Greenberg to the Comprehensive Plan Joint Committee to address the forthcoming update of the city’s comprehensive plan. For the Small Area Planning Joint Committee the commission approved appointments that the record lists as Commissioner Chepi, Commissioner Luis Ostilugo and Commissioner Pizzicchi.
During the meeting commissioners discussed committee responsibilities: the Codes and Ordinances Joint Committee reviews proposed code amendments and provides feedback before items advance to the full commission, while the Comprehensive Plan Joint Committee will work on the city’s comprehensive plan update. Commissioners noted recurring quorum problems for committees with small memberships and that some committees have not met frequently.
The commission also conducted officer elections for chair, vice chair, parliamentarian and secretary. The record shows Hank Smith continued as chair, Betsy Greenberg as vice chair and Alejandra Flores as parliamentarian. A misprint on the agenda incorrectly listed a commissioner as secretary; the transcript records that the listing will be corrected by staff and that the commission voted to affirm the current officers for the coming term.
Commissioners emphasized that officer terms and committee officer appointments should be coordinated with expiring terms; one speaker noted officers’ appointments end April 30 and urged committees to appoint officers if they will meet. Several motions to appoint committee members and officers were approved by unanimous voice vote on the record.
The commission asked staff to place an item on a future agenda to discuss balancing workload between ZAP (the Zoning and Planning Commission committee structure) and the Planning Commission as broader changes to commission responsibilities are considered.
