Council approves $5,000 easement for Cheeksbarger/Bedford roundabout and adds $100,000 for neighborhood entrance grants

On consent, the Colleyville City Council on April 15 approved a package of items that included purchase of a pedestrian access-way easement for the Cheeksbarger and Bedford Road roundabout and an additional $100,000 for the FY2025 neighborhood entrance beautification program.
Lisa Escobedo, Director of Public Works and Park Services, said staff identified a 978-square-foot parcel (0.022 acres) on the southwest corner of Cheeksbarger and Bedford Road near Pillars Learning Center needed to accommodate the roundabout design. The city and property owner agreed on a $5,000 purchase price based on TAD land value, Escobedo said. She added the roundabout project itself is estimated at about $1,600,000 and will include sidewalk connections and crosswalks as part of the alignment adjustments.
During the public hearing, resident JB (address given in the speaker card) asked whether the roundabout would reduce traffic backups and allow safer pedestrian crossings to Terra Village; staff confirmed the design includes pedestrian access and crosswalks and recommended caution when crossing.
Separately, City Manager Jared Duque described the neighborhood entrance beautification program, saying the council previously authorized $600,000 to fund matching grants and that the program had generated more than $1.6 million in improvements across 56 subdivision entryways. The council approved an additional $100,000 so the program can continue to offer matching grants up to $25,000 per applicant.
The consent resolution (R-25-5033) listing these items was adopted without roll-call opposition. Mayor Pro Tem Elder moved approval and Councilwoman Gunderson seconded; the motion passed 7-0.
