Commission approves Syracuse Development Center Phase 1 resubdivision for mixed affordable housing

The Syracuse Planning Commission approved the final plat subdivision (R-2505) for the Syracuse Development Center Phase 1, a mixed-income development on South Wilbur Avenue that the city owns and that includes multifamily affordable rental buildings and for-sale townhouse units.
Joe McNinch of SWBR presented the phase-1 plan and said the development team will subdivide the property to facilitate two multifamily affordable buildings and a front parcel reserved for for-sale, owner-occupied townhouses as part of a homeownership program. Shane O’Connor, civil engineer for the project, identified a major public water main traversing the site and noted Harbor Brook is mapped on the plat as federally regulated floodplain.
City staff noted two customary conditions for a resubdivision approval: (1) the filing of the recorded plat with the County Clerk within 62 days and (2) completion of final address sequencing before filing. The commission moved approval with those special conditions noted. Staff also advised the applicant to show existing public drinking-water and wastewater infrastructure and associated elements as part of the final plats, consistent with County comments; project representatives confirmed the main public utility and Harbor Brook were identified on the submitted plans.
The commission voted to approve R-2505 with the special conditions requiring completion of address sequencing prior to County Clerk filing and the standard filing timeframe.
