The Osborn Elementary District governing board approved a slate of administrative and financial actions during its meeting, including policy updates, audit acceptance, contract-language guidance for classified hourly staff and a guaranteed maximum price (GMP) for repairs to the Montecito central plant.
Board members voted on several ASBA (Arizona School Boards Association) policy items. A second reading and approval was recorded for a set of A-series policies listed in the public packet. The board also approved a revised return-to-work policy (GCQEA) following recommended edits from district counsel that struck language relating to year-one employees and clarified the district’s approach when partner organizations employ staff. In a separate action the board approved a first review of numerous B-series governance policies, including proposed language on quorum timing and officer duties.
The board approved the district’s fiscal-year 2024 audit reports. The audit firm partner, Dan Johnson, presented the financial statements at a prior work study session and the board carried the reports forward for formal approval; the action was decided by roll call with recorded ‘‘aye’’ votes from Board Member Thompson, Board Member Ford and Board Clerk Greenberg in the portions of the transcript that recorded votes.
The board also approved recommended notice-of-appointment language for classified hourly staff, setting issuance to occur after budget determinations and specifically requesting an issuance date of April 28. District counsel added new language to permit the district flexibility to provide up to a 10% pay increase for classified hourly staff pending available funding, according to the presentation.
On capital work, the board approved the first GMP (GMP 01) for the Montecito project covering central plant equipment and repairs. District staff presented site analyses and recommended a mix of repairs and replacements — for instance repairing cooling towers rather than fully replacing them to save cost while accepting a shorter warranty — and said further GMPs for the project will come before the board as additional scopes are finalized.
