Council asks city manager to begin visioning and land‑use update for Alamitos Bay Marina (PD‑4)

Duggan cited recent southeast Long Beach planning (including prior specific-plan work and upcoming wetlands restoration) and said the council should start a transparent community process to form a long-term vision.
Mayor Rex Richardson and other members expressed support for neighborhood-led engagement and for using a public process that emphasizes residents, business owners and stakeholders. Councilmember Saro asked for inclusive resident outreach; the maker said neighborhood associations, marine advisory groups, and examples from PD‑6 outreach would be used as models. Public commenters supported development that brings jobs and commercial activity and urged expedited work to capture revenue as older revenue streams change.
The motion carried. Staff will begin stakeholder engagement and report back with a recommended process, scope and timeline for a PD‑4 visioning and land-use update.
