Truckee planning commission approves Gateway West conversion to medical offices with retaining‑wall exception

The Town of Truckee Planning Commission on an unanimous vote approved the Tahoe Forest Hospital District Gateway West project, authorizing the remodel of the existing Gateway Center into 14,718 square feet of medical office, a new 75‑space surface parking lot, and site improvements including a terraced rockery retaining wall that exceeds the town's 6‑foot retaining‑wall standard.

The decision, adopting Planning Commission Resolution No. 2025-06, came after roughly two hours of presentation and deliberation. Commissioners added conditions requiring additional traffic‑calming and signage/striping in the parking area and directing the applicant to work with town staff on a formal drop‑off location; staff told the commission those implementation details could be finalized by the town engineer or community development director and would not necessarily delay grading permits.

The project matters because it converts an underused, older commercial building into expanded local medical capacity while altering site geometry on a steep portion of Donner Pass Road that has been the subject of prior proposals. Tahoe Forest Health System says the project will expand outpatient capacity and reduce wait times for established and new patients.

Planning staff described the scope and approvals sought. Chelsea Crager of the Town of Truckee planning division told commissioners the application includes a development permit (for site disturbance), a planned development (to allow an exception to the 6‑foot retaining wall height limit), a use permit (for grading on slopes exceeding 20 percent), a sign plan, and a zoning clearance to establish medical office use at 10978 Donner Pass Road.
