Norwalk Housing Authority adopts 2025–2030 five‑year plan and 2025–26 Section 8 annual plan

The Norwalk Housing Authority Commission on April 15 unanimously adopted Resolution NHA‑171 to approve the agency's 2025–2030 five‑year plan and the fiscal year 2025–26 annual plan for the Housing Choice Voucher (Section 8) program.
Bethany Cardenas, housing staff, presented the plans and told commissioners, “My presentation tonight will cover the 20 20 five‑two thousand and 30 public housing agencies 5 year plan and the annual plan for fiscal year 20 20 five‑twenty 26.” She described the federal reporting requirement under the Quality Housing and Work Responsibility Act of 1998 and summarized accomplishments and upcoming priorities.
The staff report said that over the past five years the Norwalk Housing Authority used roughly $46,000,000 in federal funding from HUD to assist 746 families through programs that include Housing Choice Vouchers, emergency housing vouchers, mainstream vouchers for adults with disabilities, and project‑based vouchers for seniors. Staff reported more than 4,000 housing inspections during that period and said 86 project‑based vouchers (PBVs) were committed, naming 54 for Project Homekey and 32 for a separately referenced PBV allocation in the transcript.
For fiscal year 2025–26 staff said the Authority received a budget allocation of $10,000,000 and will administer 712 housing choice vouchers, 37 emergency housing vouchers, 15 mainstream vouchers and 86 PBVs dedicated to Soroptimist Village and Project Homekey. Cardenas summarized the Authority's six stated goals for the coming year: expand supply of assisted housing, improve quality of assisted housing through inspections and repairs, maximize leasing and budget utilization, increase housing choices by adjusting payment standards (they proposed increasing payment standards 3% above small area FMRs), promote self‑sufficiency through workforce partnerships, and promote fair housing outreach and training.
No members of the public submitted comment on the plan. Commissioners moved and seconded adoption of the resolution and the roll call recorded votes of Aye from Commissioners Ramirez, Rios, Valencia, Hernandez, Vice Chair Perez and Chair Ayala; the resolution was approved.
The Housing Authority presentation also noted ongoing partnerships (Southeast Los Angeles County Workforce Development Board and the Fair Housing Foundation) and listed services such as security deposit assistance (67 families over five years) and Family Self‑Sufficiency coordination. Staff recommended monitoring wait lists, landlord outreach, and small adjustments to payment standards to respond to rising rents.
The commission's action approves the document as submitted and directs staff to implement the annual plan consistent with HUD requirements. No additional conditions or amendments were recorded in the meeting minutes.
Looking ahead, staff will continue landlord outreach and monitor leasing rates and program utilization, returning to the Commission as required by HUD rules or if material changes are proposed.
