Jennifer Bridal, municipal pool manager, asked the council to waive the city’s normal minimum-age restriction briefly so a candidate who will turn 16 on May 29 can complete required online and in-person lifeguard and instructor trainings and be paid for training hours. The council granted the waiver for that single employee.
On personnel policy, the council approved an ordinance on first reading to amend chapter 2.38 of the Torrington Municipal Code, replacing a specific 2010 wage-study reference with a general statement that employee wages “shall be considered and determined pursuant to the City of Torrington policies regarding employee compensation and approved by the governing body.” The change removes a dated external study reference so the code will refer to city policies instead.
Council members also approved the list of bills for April 2–15, 2025, and later moved, with unanimous voice vote, to leave the regular session and enter executive session to discuss potential litigation and personnel matters.
