Finance committee denies $38,600 transfer for senior center exterior painting

The Holyoke City Finance Committee voted 4-1 to deny a $38,600 transfer from the school capital outlay account intended to fund an exterior repainting of the Council on Aging building.

Staff member Matt described the request as funds to repaint the entire exterior of the senior center. Committee members questioned whether the work was urgent maintenance or primarily cosmetic and whether the request should be deferred to the next budget cycle or covered from the Council on Aging's own budget.

"Painting is an important part of maintenance but I don't think this painting is critical to be done immediately for maintenance of the building materials," Matt said. Councilor Sullivan and Councilor Gibner both said they preferred delaying the full repainting and focusing on higher-priority needs across the city given constrained budgets. Gibner said he would probably not support the transfer "if it's cosmetic." Councilor Jourdain suggested smaller targeted work to address visible graffiti and patching facing Sargent Street and said that limited repairs could cost far less than a full repaint.

After discussion, Councilor [name not specified in motion] moved to deny the transfer and the motion passed on a roll call vote. The transcript records Councilor Gibner, Councilor Jourdain and Councilor Ocasio voting in favor of denial and Councilor Devine voting against; the final tally was 4-1 in favor of denying the transfer. Committee members asked staff to consider interim, lower-cost fixes and to revisit repainting in a future budget cycle if necessary.

The committee took the vote during its April 14 meeting; the denial means the school capital outlay funds will not be reallocated to the Council on Aging for exterior painting at this time.
