The Syracuse Planning Commission on an evening meeting approved a commercial site plan for the property at 1604 South 3000 West, a 0.687-acre parcel that proposes a single building with two tenant shells and a drive-through option on the southern unit, city staff said.
A staff presenter, Royce Davies, said the plan meets city-code standards for architecture, landscaping, lighting and parking but noted the amount of parking provided could limit future uses. "The amount of parking that's been provided is does limit potentially the uses that can go in there," Davies said, adding that larger parking counts would require a smaller building footprint to meet setbacks and other requirements.
The architecture review committee recommended a design change on the south side of the property to provide a widened section and cross-access; the applicant included a one-way drive-through area on the south end and indicated a possible future cross-access drive to the east that would address that recommendation. "They did generate one comment, and that comment was a recommendation," Davies said of the ARC review.
A member of the project team, Mike McBride, said some off-site sidewalk construction is part of the original infrastructure plan and that two lots north of the car wash are under contract for tenants. "We've already gone in contract to Burley Burger, and they want to get started very quickly," McBride said.
Commission discussion focused on pedestrian connections and how the new sidewalk will link the building to 3000 West. Staff and the project partner said the site plan will include a sidewalk connection from the public street to the building to meet the city ordinance; McBride said the developer expects to complete onsite and nearby sidewalks as construction proceeds.
Action: A commissioner moved to approve the site plan application submitted by Heather Lewellen for a commercial site plan on the property at 1604 South 3000 West (0.687 acres) in the General Commercial zone. The motion was seconded and the commission voted in favor; the chair announced the motion passed.
The commission approved the site plan; final building permits, business licenses and any use-specific approvals will be considered at the time the property owner files for building and business permits, when staff will verify parking adequacy for the proposed uses.
