Council approves rezoning, site plans, contracts and CDBG amendments; votes at-a-glance from April 15 meeting

The Bellevue City Council on April 15 approved a package of ordinances, contracts, grant amendments and purchases. Most items were adopted by unanimous votes during the meeting held in council chambers.

Key outcomes at a glance:

- Ordinance No. 4181: Rezoning of Lots 1 and 2, Kennedy Town Center Replat 8, to allow an automobile dealership (applicant Axxis LLC). Motion to approve made by Councilman Casey and seconded by Councilman McCaw; the council voted unanimously to adopt the ordinance on third reading.

- Small subdivision plat: Approval of Lots 1 and 2, Kennedy Town Center Replat 8. Motion made by Councilwoman Collins, second by Casey; approved unanimously.

- Site plan approval (Item 14A): AutoZone site plan for Lot 1, Kennedy Town Center Replat 8 (general location: southeast corner of West Chandler Road and South 20 Second Street). The Bellevue Chamber of Commerce president, Diane, said, "the Chamber is in full support of AutoZone building on that corner." Councilman Casey moved approval; Burns seconded and the motion passed with all voting yes.

- Liquor license recommendation (Item 10A): Recommend approval to the Nebraska Liquor Control Commission of an amendment application naming Jennifer Miller as manager for Kum & Go LLC, 13905 Williamsburg Drive. Motion by Councilman Burns, second by Councilwoman Collins; council voted to recommend approval (public hearing opened and closed with no speakers).

- Purchase of fire apparatus (Item 16A): Approve and authorize the mayor to sign a proposal with McQueen Equipment for one Pierce Velocity PUC tanker and one Pierce Velocity heavy-duty rescue (non-walk-in) for the fire department in an amount not to exceed $3,560,000. Motion by Councilman Burns; second by Welch; approved unanimously.

- Community Development Block Grant subrecipient amendments (Items 16B-16D): Extensions/ amendments approved for Bellevue Junior Sports Association ($6,000), Lift Up Sarpy County ($12,919.13), and Habitat for Humanity of Sarpy County ($36,137). Motions carried unanimously.

- Professional services and planning agreements (selected): RDG Planning and Design Inc. professional services agreement for a multi-jurisdictional housing resilience plan (Item 16E) in an amount not to exceed $425,000; approved unanimously.

- Equipment and public works contracts (selected): Pad foot roller purchase with Logan Contractor Supply ($38,777); final payment and change order approvals for 2024 concrete projects with Ernest Construction Group Inc. (final payment $60,324.33; final change order $101,296.67); Everett Park pickleball courts and parking lot agreement with Midwest DCM ($243,460); HGM Associates right-of-way services for box culvert wing wall reconstruction ($4,975); supplement to Benish for Kpark Road improvements ($24,444); HGM Associates design engineering services for Fort Crook Bridal closure traffic control plan ($2,280); Alfred Benish & Co. overlay projects ($236,659); McGill Restoration painting restoration at 1510 Wall Street ($10,400); and yard-waste processing agreement with City of Omaha at $22.21 per ton for a five-year term ending Dec. 31, 2030. Each item was moved, seconded, and approved with all voting yes.

Several other ordinances were introduced or scheduled for future public hearings, including Ordinance No. 4182 (detachment of specified tax lots) and Ordinance No. 4183 (revision of Ward 1 boundaries related to Offutt Air Force Base deannexation); those were opened for public hearing and set for future readings.

Votes and motions were recorded on the public record; where the transcript records only "all voting yes," the council recorded unanimous approval and the meeting minutes reflect passage. When a public hearing was opened there were either no speakers or brief public comments recorded and the hearings were closed before council action.
