Council to consider Routeware and Samsara agreements to digitize and optimize solid-waste routes

Public Works staff told the council on April 15 that the city seeks to adopt Routeware software and Samsara vehicle‑management hardware to digitize solid‑waste routes, provide real‑time vehicle location and operational analytics and improve service accountability.
The staff presentation explained that Routeware will digitize routes, provide turn‑by‑turn directions for drivers, enable pre‑ and post‑trip inspections, flag missed pickups, centralize bulk-collection scheduling and generate historical and real‑time reporting. Samsara devices will provide AVL GPS tracking, vehicle diagnostics, driver‑behavior metrics, geofencing and pickup-validation (tracking mechanical-arm activations).
Staff asked council to approve two 36‑month agreements through discounted purchasing: Routeware, $53,118; Samsara, $4,991. Presenters said the systems integrate, will allow staff to reassign route segments quickly and reduce missed streets, improve maintenance planning and support operational decisions such as balancing loads when landfill trips shorten routes.
Councilmembers asked about communications (systems use 4G and are cloud‑based) and data‑security considerations; staff said the systems are lean on data use, integrate with GIS and would provide better analytics for maintenance, fuel and route optimization. No formal vote was held at the work session; staff prepared backup materials for the next council meeting where the resolution is expected to be considered.
