Cole County officials on Tuesday finalized the county's senior property tax freeze application and agreed to post the form online with a May 7 start date, operating Wednesdays through Fridays from 10 a.m. to 3 p.m. through July 30, county staff said.
The county's collector's office and IT staff walked through the DocuSign online application, the paper form and the back-end processing that will ingest submissions into the county's digital document system and the DevNet tax inquiry system. Melissa Johnson, county staff member, demonstrated the DocuSign workflow and said the online form will require attachments for proof of age, proof of ownership and proof of Missouri residency; the system will block submission if required attachments are missing.
County staff said the application packet will list a July 31, 2025 deadline for submission on the front page. The county will offer both an online DocuSign version and a downloadable paper form for residents who prefer to mail or bring documents in person. Officials also discussed staffing the in-person application assistance at county workstations with rotating employees from several offices.
Why it matters: the senior property tax freeze limits the annual tax liability for qualifying homeowners 62 and older, but it does not freeze assessed value for all legal or administrative purposes and does not exempt homeowners from new levies passed after the freeze effective date.
