Commission approves MOU with Georgetown and Historic Georgetown Inc. on hydro decommissioning

Clear Creek County commissioners voted to approve a memorandum of understanding among the Town of Georgetown, Historic Georgetown Inc. and Clear Creek County to coordinate local review and monitoring activities related to the planned decommissioning of the Georgetown hydropower project.
County staff said the MOU formalizes an existing hydro task force formed after FERC received the decommissioning application in 2023. The task force and MOU are intended to align review and comment among local stakeholders and present coordinated requests to the project owner as the project moves through federal and local permitting.
Lisa Leiben, a county presenter, said the decommissioning is anticipated to be a multiyear project through about 2028 and will include work such as bypass‑pipe construction, sediment evaluation and planning for reservoir removal. The county and town emphasized the importance of coordinating with Colorado Parks and Wildlife and other regulatory agencies on fish‑ and water‑related studies.
