Residents urge keeping communities intact as Orange County redraws commission districts

A wide cross-section of Orange County residents and community leaders urged the county's redistricting advisory committee on April 15 to keep established communities intact as the county redraws its commission districts.

Speakers including Commissioner Kelly Simrod and residents from rural east Orange County, Pine Hills and the University of Central Florida area pressed the committee to consider local identities, infrastructure needs and population types such as people experiencing homelessness when drawing new district lines.

Why it matters: The committee is creating eight commissioner districts and must remove roughly 70,000 people per district from current boundaries. How the committee defines communities, counts transient populations and groups neighborhoods will determine who voters can elect and how effectively commissioners can represent residents.

Commissioner Kelly Simrod, who introduced herself and greeted the committee, told members the work is “more than just lines on a map” and urged them to “listen to the public feedback that's coming in from the constituents.” She described District 5 as sprawling, with needs ranging from access to clean water to transit funding across areas that include Maitland, College Park, Downtown Orlando, UCF and Wedgefield.

Residents from rural east Orange County asked the committee to protect agricultural lands. Pamela Seibel, who identified herself as living east of the Econ and as a rural resident, said the area already faces flooding, failing roads and developer drainage impacts and warned that simply “look[ing] at a map, circle it, and say, oh, this would be good” will miss local needs.

Multiple speakers from Pine Hills said splitting their community would weaken local organizing and school cohesion. John Dornard, a student at Evans High School, said, “I want y'all to consider at least keeping Pine Hills…together and not keeping it separate.” Anthony Jackson, vice president of Future Leaders United, said dividing Pine Hills would “take away” the community’s ability to function as a unit.

Students from Evans High School — including Marley DuMell and Elijah Jean Baptiste — reiterated that keeping Pine Hills whole would help schools, local programs and civic engagement.

University of Central Florida students also urged keeping the university area whole so that student voices remain together. Colin Clark, who identified himself as a UCF student, said it is already difficult to explain to other students where they are in Orange County and asked that “the UCF areas stay together.”

Other public comments covered a range of local concerns. Zach Moldoff, who lives in an unincorporated part of the county that relies on well water, described infrastructure disparities between rural-residential areas and nearby commercial developments and urged the committee to consider such differences when mapping districts. He also said lack of public skate facilities affects youth opportunities.

Eric Gray, executive director of the Christian Service Center for the Homeless and a member of the Orange County Planning and Zoning Commission, urged the committee to consider people who are unstably housed when thinking about population counts. Gray said “roughly 3,000 people in Orange County will sleep in a car, in a camp or on cardboard somewhere tonight,” and that turnover means many more residents will experience homelessness during the year.

Bishop Stubbs raised infrastructure concerns tied to shifting districts, asking whether the committee has coordinated plans accounting for traffic and emergency services if lines are redrawn.

Committee response and next steps: Members thanked speakers and noted recurring themes — rural infrastructure pressures, the importance of preserving community identity (particularly Pine Hills and UCF), and counting hard-to-reach populations. Committee staff said electronic comments submitted prior to the meeting were included in the record and encouraged additional written comments and sponsored map submissions.
