Commissioners approve consent and administrative items including election software, plats and contracts

Guadalupe County Commissioners Court approved a package of consent and action items spanning elections software, procurement steps for roads and buildings, plats and personnel actions. Most items were routine and passed without recorded opposition. Key approvals included:
- Election management software: The court approved an agreement with Soc (SOP) Inc. to purchase Integra election management software to manage poll workers, schedules and voting locations. Year 1 pricing was listed at $15,436 (with projected costs of $21,457 in year 2 and $22,530 in year 3). The judge said the year-1 cost is in the current budget and the contract was approved.
- Marion Building additional design services: Commissioners approved an additional-services fee proposal from Dockery Architecture to cover architectural and engineering work needed to complete construction documents for the Marion Building renovation. The work includes structural, civil, geotechnical and topographic services.
- Final plats: The court approved the final plat for Thompson Addition (Lot 1, Precinct 2) and the final plat for Molly and Mia's Place (Lots 1 and 2, Precinct 1). Staff reported both plats conform to county subdivision regulations and utility providers were identified.
- Sheriff hiring/cadet authority: The court authorized temporarily substituting up to eight unfilled patrol deputy positions with uncertified/cadet positions and sponsoring training at the ACOG Law Enforcement Academy, contingent on available training funds. The sheriff said several cadets have already started and the change helps fill vacancies.
- Jail medical phone: The court authorized providing a cellular phone to the jail's contracted licensed medical practitioner to enable emergency contact; the county said funds are available for the service.
- ICAC task-force MOU: The court approved a memorandum of understanding with the Texas Office of the Attorney General for Internet Crimes Against Children (ICAC) task-force activities and authorized the sheriff to sign. The sheriff said trained investigators will receive leads from the AG's office and handle Guadalupe County tips locally.
- Procurement advertisements and RFQs/IFBs: The court approved advertising an RFP for turnkey pipe and culvert services (RFP 25-19), RFQs for core testing (RFQ 25-22) and construction-manager-at-risk services for the Marion remodel (RFQ 25-23), and an IFB for bridge construction at East Walnut Street at Geronimo Creek (IFB 25-24). County staff said the bridge project had been budgeted and that exploratory excavation had been completed.
- Bill list: The court approved the bill list, including an added pay application for the Elections Building (vendor item 4678) that passed on a separate vote; that single item passed with one abstention recorded.
All of these items were recorded as approved by the court during the April session; individual motions and seconds were entered on the record for each item.
