Redding council adopts state fire hazard severity zones ordinance

Chief Van Landingham presented the map and said the new state-required process classifies local areas as moderate, high or very high hazard and that local jurisdictions must post maps for public comment within 30 days of receipt, adopt an ordinance within 120 days and submit the ordinance back to the state within 30 days of adoption. He said the city posted the maps and responded to public portal comments.
Van Landingham said the updated local map removed approximately 4,800 homes from the very high threat zone compared with the previous version, while it added roughly 1,200 properties to the very high zone that were not previously listed. He identified newly included areas along Lake Boulevard between Quartz Hill and Santa Rosa Way, the Manzanita area between Foothill and Shasta Street, the Placer Road corridor around Mary’s Lake, and multiple rural corridors including Cedars Road, Clear Creek Road, East Side Road and Mountain Lakes to George Drive.
The chief emphasized that the state’s fire hazard maps represent physical conditions that influence expected fire behavior over a 30- to 50-year period and do not incorporate local mitigation measures such as recent fuel reductions or building hardening. He told the council that insurance companies use different risk maps when making underwriting decisions.
A motion to adopt the uncodified ordinance passed by roll call without recorded opposition. Council members present voted in favor of the ordinance during the meeting; no public speakers were recorded at the remote location.
City staff and the chief answered council members’ procedural questions and the mayor read the ordinance title as an ordinance "of the City of Redding, California to designate fire hazard severity zones."
