The committee on appointments and briefings on April 15 handled several communications from the city clerk regarding new and renewed private livery licenses for small transportation businesses in New Bedford.
Why it matters: private livery licenses govern local transportation services that provide medical transport, school runs and other point-to-point services used by residents and group homes.
Applications discussed included Yvaine "Ivan" Nomil doing business as Reliable Transit Express at 219 Acushnet Ave (new application and renewal), Christian Cornejo Cabrera doing business as Cabrera Transportation LLC (new and renewal), and Pathway Partners Transportation & Plus (Stefania Pierre and Jean Florent Pierre). Several items were received and placed on file; some were removed from the table and referred to the full City Council with favorable recommendations for approval on April 24.
Councilors asked practical questions about each applicant's planned fleet size, parking arrangements and driver screening. Ivan Nomil said he would start with two vehicles, parking one in his driveway and one on Cushnet Avenue; Councilor Joseph Lopes cautioned him to secure off-street parking where possible. Christian Cornejo Cabrera said he planned to start with one vehicle and one driver and would park at the business address provided. Councilors also reminded applicants that airport transport to Logan requires separate certification through Massport.
Two items (10 and 11) were withdrawn by staff after the applicant and clerk clarified application details. A separate application for Pathway Partners was tabled at the petitioner—s request.
What—s next: motions to refer certain applications to the full council with favorable recommendations passed; the clerk will report the items to the full council for April 24. Applicants were urged to secure suitable off-street parking and comply with required driver background checks and any Massport requirements for airport service.
